Report on City of Junction City Wastewater Strategic Planning

Background

The City of Junction City is under a Mutual Agreement and Order (MAO) to make significant improvements to its municipal wastewater system to address certain compliance issues with the 2024 National Pollutant Discharge Elimination System (NPDES) Waste Discharge Permit (Permit #102396). It is worth noting that the City has been under various MAO’s since the mid 1990’s due to the treatment system not meeting compliance with the permit. The current MAO addresses compliance issues that predate the current permit and place a moratorium limiting future wastewater connections until certain actions are taken by the City. The Background section of this report summarizes the requirements that need to be met by the wastewater system to be in compliance with the current permit, along with outlining the alternatives that have been identified to address these compliance issues.

The second part of this report discusses the current preferred alternative (Alternative 1 Regional Approach) and outlines the collaborative approach that would be necessary for this alternative to be implemented.

City of Junction City Municipal Wastewater System

The City of Junction City municipal wastewater system consists of a wastewater treatment plant with two twenty-five acre lagoons,10 sewage lift stations, 250 acres of wastewater re use irrigation land, 307 manholes and 17 miles of sewer mainline. In 2024, 398 million gallons of wastewater were collected and treated. This system handles wastewater services for all of Junction City’s 7,410 residents and commercial businesses. Effluent from wastewater treatment is discharged into Flat Creek. During the dry season, effluent is pumped to 250-acres of grass fields at the treatment plant. The treatment plant is located at 28441 High Pass Road.
